Policy Environment: strict control, production halt
From early March to late April, kiln upgrade policies have been remaining in force, mandating the closure of all DBM shaft kilns of 40m³ or smaller, as well as all CCM reflection kilns.
The approval processes for new-type kilns are quite slow, which caused nearly no new enterprises can get approved and put into production in a short time.
Strict environmental controls still continue, with non-compliant enterprises must stop production and unauthorized resumption of work is strictly prohibited.

 

Supply Situation: no new supply, stocks are running short
Due to the above mentioned factors, production has come to nearly completely suspension, with very few newly produced products entering the market.
As the inventory has been continuously consumed over the past two months, existing stock products have been largely consumed and is also experiencing shortages.

 

Price Trend: continuous increase
The current situation of "production halt + sharp reduction in stock", has led to tightened supply of CCM products and triggered multiple price increases.
In April, prices has been increased by an average of RMB 30–50 per ton each week.
Due to the lack of available products for a long time, downstream enterprises with rigid demand for CCM products have to purchase even if it's at high prices, which on the other hand, has contributed to the persistently high prices.

 

Market Outlook: price steady or decrease
From early March to late April, the prices remain firmly high and continue to rise slightly.
Coming to the end of April, environmental policies showed signs of loosening. Some enterprises in Haicheng have resumed calcination production. In view of this, the Dashiqiao area is also actively communicating with government and is preparing to start production.
It is expected that partial supply will gradually recover in May. Consequently, prices are likely to stabilize or see a slight decrease, rather than continuing increasing.
